This will be in joint cooperation with the WY&lt;br /&gt;Military Dept and Civil Defense entities of the Torrington area.   The&lt;br /&gt;1st priority will be to the Joint Exercise out of Torrington, but&lt;br /&gt;should not take all our energies, and the remaining time can be&lt;br /&gt;devoted to our training needs.    Our (WY WIng) needs are qualifying&lt;br /&gt;folks for any and all ES qualifications .    As was stated @ the RMR&lt;br /&gt;Conf. all Wings knows how to fly the heck out of missions, but falter&lt;br /&gt;in staffing areas.    Since we are rated by how well we conduct Type 3&lt;br /&gt;ICS missions we should be practicing/training towards those ends&lt;br /&gt;&lt;br /&gt;Will need 1 AC and crew for a photo mission on either Nov 3rd or 4th.&lt;br /&gt;of the new Prison in Torrington.&lt;br /&gt;&lt;br /&gt;Other sorties planned .... Missing Person Search with AC &amp; Grd Teams,&lt;br /&gt;ELT searches, Photo operations, Missing AC, etc.&lt;br /&gt;&lt;br /&gt;For lodging &amp; nourishment communicate with Wheatland's Squadron CC Lt&lt;br /&gt;Col Susan Mc Donald (c) 307-322-1913.    The Armory will be used for&lt;br /&gt;our ICP and for overnight accommodations for those wanting "free"&lt;br /&gt;overnight accommodations.&lt;br /&gt;&lt;br /&gt;The IAP states George Twitchell as IC&lt;br /&gt;&lt;p&gt;Hi All ! (From Susan McDonnald)&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Setting up accommodations at the local Motel 6 which is the closest to the  armory unless I can get a better price elsewhere.&lt;br /&gt;We have a variety of restaurants in town and will provide a list later this week.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;@ BJ and Mike and others with special  diet needs the armory has a functioning kitchen. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;We will  fix the cadets a morning meal at the armory each day. As many of you know, there are many Standard Operating Procedures in Civil Air Patrol. One of the recent, now-to-be-enforced, is proper uniform attire. Although the link is easy to click onto, &lt;a href="http://members.gocivilairpatrol.com/media/cms/M39_1_chap_2.pdf"&gt;UNIFORM RULES&lt;/a&gt;, understanding it all may not be quite so easy! However, the word on the street is that if you show up to a SAREX in inadequate uniform, you will be sent home BY GROUND. Yikes. Now there is a warning that gets your attention!&lt;br /&gt;&lt;br /&gt;This month's safety issue can be found by clicking on &lt;a href="http://members.gocivilairpatrol.com/media/cms/Sentinel_2010_04_CE7FD078D6B25.pdf"&gt;APRIL SAFETY&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;Also, remember this Tuesday night's (4/27/10) Squadron Safety Meeting to be held at 43 North, assuming they are not closed for the off-season, at which point the Squadron Leader will be calling us all to change location!! &lt;br /&gt;&lt;br /&gt;I can't post this without a picture. Here's one from Washakie Needles in the Shoshone National Forest, southeast of Dubois. Tim and I made a December 27 flight which was an amazing scenic trip. Born October 27, 1936, in San Bernardio, California, Jim’s parents sent him off to private schools and as a teenager a friend took him flying in an old fabric-covered aircraft.  These are the childhood events that helped shape his life.&lt;p&gt;&lt;br /&gt;At the young age of 19, Jim joined the Air Force and set to studying in the aircraft and engine school in  Amarillo, Texas.  Like most of the Air Force work force he moved from base to base; Langley AFB, Simbach AFB in Germany, back to Langley AFB, on to Kadena AFB in Okinawa.  After four years of the Air Force he jumped ship and joined the US Army serving as a helicopter engine mechanic on H-21s and Hueys.  A close call during the Cuban missle crisis found him on alert while stationed at Fort Ord, California. Jim went to work for the State of California as a psychiatric Technician for the California Department of Hygene.  Jim worked this job for the next eight and a half years, was married and had two daughters, Janet Lee (left) and Judy Ann (right).&lt;p&gt;&lt;br /&gt;&lt;br /&gt;At the age of 36, Jim loaded up his family and went west to Montrose, Colorado.  There he worked at the Montrose Memorial Hospital and signed up to learn about becoming a scrub technician in the surgery operating room.  As he began this new trade, he ended his first marriage.&lt;p&gt;&lt;br /&gt;Jim then moved to Reno, Nevada and worked at St. Mary’s Hospital.  Here he met Tami and they married just a few months later.  They joined Civil Air Patrol in 1978, and he worked as the maintenance officer. &lt;p&gt; &lt;br /&gt;Once again, Jim packed up taking Tami to Elko, Nevada.  Here he worked in surgery and became commander of the Elko Squadron.  He took the job, was promoted to Captain, and built a membership from four members to a squadron of over 20.&lt;p&gt;&lt;br /&gt;One day Jim and Tami drove to the Hill AFB in Utah in search for some CAP clothing.  While there he applied for aircraft depot maintenance and got the job!  Not long after the hiring, they moved again!  This time to Layton, Utah where Jim was put in depot maintenance on F-4 aircraft and then on to C-130 maintenance.  He worked on C-130s for eight years and found time to obtain his pilot’s license from the Odgen-Hinkley airport.  As a CAP member in the Odgen squadron, he was put to work restoring an old Cessna 172.&lt;p&gt;&lt;br /&gt;The year of 1995, saw Jim’s retirement from Hill AFB and his move to his home base now of Apline, Wyoming.  Jim began working at the Afton airport doing annual inspections and general aircraft maintenance.  Soon he was managing the airport and did maintenance for five more years.  &lt;p&gt;&lt;br /&gt;The year 2010 will mark Jim’s thirty-second year in Civil Air Patrol.  His hobbies include aircraft maintenance, taking photographs, working with wood, gardening and greenhouse work.  Jim prefers to stay vegetarian, no meat, but he will eat milk, eggs and cheese. At age 14 he joined Civil Air Patrol as a Cadet and has worked his way up through the ranks over the years.  Colonel Skrabut has been at the helm of the Incirlik Cadet Squadron in Turkey from 1984 to 1987, then on to the Cheyenne Composite Squadron from 1996 to 1999.  Through out his CAP career, he has been assigned to ten different units in seven different wings! His list of merits, awards and decorations is impressive, to say the least.  Married to Bernadette van der Vliet, he has two children from a previous marriage, Christopher and Cassandra. His favorite movie is &lt;em&gt;&lt;/em&gt;&lt;em&gt;We Were Soldiers&lt;/em&gt;&lt;em&gt;&lt;/em&gt;, a "great film about leadership, bravery, and doing the right thing."  No matter what title he holds, Stan looks forward to continuing to give back to CAP in meaningful ways.&lt;p&gt;As the stars have not quite yet aligned perfectly, he has yet to gain his pilot's license, an endeavor he hopes to achieve in the next five years.  Also on that wish-list is the completion of his doctorate degree in education which focuses on distance education and a quest to finish up a book he is writing on CAP. Stan's hope is to see membership increase within the Wyoming Wing and encourages members to improve their levels of professional developement.  &lt;p&gt;Stan instructs a martial arts group in Laramie; Bujinkan Budo Taijutsu and holds a hachidan (8th degree black belt) in Bujinkan Budo Taijustsu.  He also enjoys the challenge of geocaching and dabbles in magic!&lt;p&gt;A perfect day for Stan would be doing absolutely nothing, "for once".  Especially if the Steelers were on TV beating another team. The strange story that flew out of Fort Collins, Colorado last week has me pondering balloon flight.  An interesting and strange coincidence about the Colorado silver spinning balloon is the fact that it lifted off the ground exactly two hundred and twenty six years after the first manned balloon flight.  French scientist Jean-FranCois PilAtre de Rozier, on October 15, 1783, launched 84 feet off the ground and two years later became ballooning’s first fatality when his balloon suddenly deflated and crashed during his attempt to cross the English Channel.&lt;p&gt;&lt;br /&gt; As this present strange story untangles, one wonders if father Richard Heene knew that he would be launching a media spectacle on this significant-to-ballooners anniversary date.  His home-built helium balloon flew all the way up to 7,000 feet altitude and landed 50 miles from the family’s home launching a media splash and possible felony charges, rescue cost restitution and potential FAA charges.&lt;p&gt;  &lt;br /&gt; While dinking around on the internet exploring ideas for this story I came across the fascinating story of Lawn Chair Larry, another strange bird!  Larry Walters, on July 2, 1982, launched a most unusual “balloon” from Long Beach, California.  Imagine this – 42 helium-filled weather balloons tied to an aluminum lawn chair with Larry seated in the chair.  He carried a bottle of soda, CB radio, and a BB gun.  He ascended to heights of 16,000 feet, descending by shooting balloons with his gun.  One of the problems with balloons is steering.  Larry’s ascent was anything but graceful as he struck power lines on the way down, blacking out the power down a stretch of Long Beach homes.&lt;p&gt;  &lt;br /&gt; In 2008, balloonist Kent Couch did the same kind of  lawn chair-balloon lifted trip on a 235 mile float across Oregon. Who would guess that it would be the cost reduction of printing which is attributed to the successes of lighter-than-air flight?  Wide distribution of books and other written documents enabled scientist’s notes, thoughts and discoveries to become readily available.  The dissemination of these ideas across Europe advanced ballooning and by 1793, President George Washington witnessed the first United State’s balloon flight flown by Jean Pierre Blanchard, the first successful balloonist to cross the English Channel.&lt;p&gt; &lt;br /&gt; The most recent national CAP magazine has a great article on using a beautiful red, white and blue balloon for CAP purposes; specifically cadet training.  This lovely balloon inspires cadets from the Illinois Wing to attend a weeklong encampment to learn about ballooning and enjoy a lift in that beauty.  If you have not received your magazine (or recycled it accidentally like I did!) you can go to &lt;a href="http://www.capvolunteernow.com/cap_volunteer/"&gt;CAP Magazine&lt;/a&gt; to pull up the most recent issue.&lt;p&gt;&lt;br /&gt;    As we sit back and chuckle at the absurdity of the media and this nation’s interest in the “balloon boy” story, it is noteworthy to be reminded that this same hoax was pulled off in 1844 by none other than Edgar Allen Poe.  Old Poe penned up an article and sent it to the New York Sun.  Their reporters, eager to be the first to release hot-topic news, jumped all over it and headlined the news of the first balloonist to cross the Atlantic.  Reportedly, people line up outside the Sun’s office for a copy of that day’s paper to read the gripping story of balloonist’s Monck Mason’s flight in his “egg-shaped gas-filled balloon"!  The newspaper correction, printed two days later, read as follows; “We are inclined to believe that the intelligence is erroneous.”  It would not be until 1978 that the first balloon crossed the Atlantic!&lt;p&gt;&lt;br /&gt; The entire happening has been a wonderful, amusing and educational way to learn a little bit more about ballooning.  The Heene family is about to find themselves in a similar predicament of de Rozier, the French predecessor balloonist. I will be working close with him as he gets his feet under him. I am personally looking forward to exciting things in the field of AE.&lt;br /&gt; &lt;br /&gt;&lt;p&gt;Robert Giese started his career in navigation with the Air Force in&lt;br /&gt;1955. In 1959 he started his computer programming career with the programming of the University of Wisconsin’s IBM 650 computer. His surveying experience started in 1959 as Assistant City engineer in Beaver Dam, Wisconsin. In 1961 he earned his B. S. degree in geography from the University of Wisconsin in Madison. In 1962 he began his career in the computer field as a cartographer and programmer for the USAF Aeronautical Chart and Information Center in St. Louis. This group later became the Defense Mapping Agency Aerospace Center. In 1967 he became a self employed computer consultant. In 1968 he earned an MA in Mathematics from the University of Missouri, Columbia. In 1974 he earned his Ph.D. in Mathematics from the University of Houston. Since then he has held positions both in industry and in the academic community, dealing with a wide variety of applications in mathematical computation, statistics and research. His clients have included oil and gas, chemical, engineering, drilling, surveying and oil movements companies,government agencies and attorneys-at-law. He worked through G-Tech Corporation starting in 1982, and continued until a company with the same name started to operate the Texas Lottery. The name  G-Tech was then sold and the company was renamed Giese Technical Resources. Dr.&lt;br /&gt;Giese has consulted in half of the 50 states, Canada, The Congo, England, Germany, Nigeria, Scotland, and Switzerland.&lt;br /&gt;&lt;br /&gt;&lt;p&gt;Dr. Giese began teaching at the university level in 1966 at the&lt;br /&gt;University of Missouri, and has been associated with most of the&lt;br /&gt;Houston area major universities, including the Jesse H. Jones Graduate School of Administration at Rice University, the Graduate School of Business Administration, Department of Management Systems and Strategy at the University of Houston, University Park, and the University of St. Thomas. He has taught courses in computer science, operations research and geodesy as an Adjunct Professor in the Departments of Civil Technology and Industrial Engineering at the University of Houston. In 1998 he started teaching courses for Prescott College. Subordinate Unit Inspections; that's what THAT acronym stands for! Anyway, Al and I flew to Casper August 28 to be enlightened. He had a more, shall we say, "particular" teacher than I! Under the direction of Colonel Jackie Floyd, a Civil Air Patrol member of 53 years (yes, I said 53 years), I was able to glean some of the finer points of the odious and onerous amounts of paper work, t's to cross and i's to dot which are all required to satisfy CAP's SUI requirements. &lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;So, here is one of my attempts to help Captain Jepsen succeed with our next SUI. Two things. Next meeting, you all need to fill out a 35-2 form - the one that lists your emergency contacts. That's really easy, huh? It needs to be a hard copy in your personal file. If you can't make the meeting, pull it up under the CAP web page, left column Forms Indexes tab then look for 35-2. Print it, fill it out, give it to Captain Bill. This guy makes Einstein look like a beginner!! Did you know that he was totally into the idea of flying? He drew a helicopter before anyone even thought of the thing!! 400 years before anyone even built and flew a glider, DaVinci drew it!! Unfortunately, (and this is crazy-fact!) it was 300 years (that's a LONG TIME FOLKS!!) after his death before his manuscripts were published and made known to the world. Ya think this might have delayed the progress of manned flight??&lt;br /&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;And, FYI, I just finished the Yeager Award - studying and testing. It was pretty cool, I must say. Captain Jepsen has the book. If you haven't done it, check it out. If you were there, you know. If not, you might be wondering; the Wyoming Wing passed the annual Air Force Inspection this last weekend with a Satisfactory Score. The SAREX/Evaluation was held in Casper, Wyoming, beginning on Friday, August 21 and commencing late into the very hot afternoon of Saturday, August 22. Ground crews, pilots, scanners, mission observers, a solemn chaplain (DO NOT LET YOUR CERTIFICATION EXPIRE AND EXPECT NO ONE TO NOTICE, by the way!!), and mission staff were put to test during a practice earthquake event with a thrown-in downed airplane and missing 17 year old. A Google site has been created for your review. Unfortunately, all five didn't fit in the picture!&lt;p&gt;Want to see CAP plane schedules? Not every plane is entered, however, Jackson's plane is up and running. This seems like an excellant tool, if used.
